Scaleway is a French cloud provider founded in 1999 and wholly owned by Iliad, the French telecoms and technology group. With data centres in Paris and Amsterdam, Scaleway has been a longstanding alternative to US hyperscalers for European developers, offering IaaS, managed Kubernetes, serverless functions, object storage, and—more recently—AI infrastructure. Scaleway's Generative APIs product provides managed inference endpoints for a curated selection of open-source large language models including Llama 3, Mistral, Mixtral, and others. The service is accessed via an OpenAI-compatible REST API, enabling straightforward migration from OpenAI or other inference providers. Models are hosted exclusively on Scaleway's GPU infrastructure in French data centres (Paris region), ensuring that inference workloads remain within France and within EU legal jurisdiction. For French and European businesses, the Scaleway sovereign story is compelling: Iliad Group is a French company, Scaleway is French, the data centres are in France, and the service is subject to French and EU law. There is no US parent company, no CLOUD Act exposure, and GDPR applies as a matter of corporate law. Scaleway has committed to the French government's cloud sovereignty principles and participates in GAIA-X. Scaleway Generative APIs launched in 2024 and is still a relatively new product. The platform is particularly suited to European startups, SMEs, and developer teams that need a simple, affordable LLM inference API with strong EU sovereignty guarantees and no complex enterprise procurement. The developer experience is clean and pricing is competitive, making it an attractive entry point for teams moving from US-based inference APIs to EU-sovereign alternatives.
